The Engineering COO - Programs & Governance team works with a broad set of stakeholders across the organization to manage large-scale technology programs. The team oversees policy governance and encourages the adoption of best practices, and good compliance across different engineering teams to manage and mitigate risks.

As a Technical Program Manager in the Programs & Governance team, you will join a dynamic team responsible for building cultures of collaboration and driving the execution of business-critical and strategic initiatives. In this capacity, you will be aligned to an engineering organization (Cloud Native Compute Services) and have the opportunity to guide leaders and teams, establish right fit structure and processes while building relationships with various stakeholders in engineering. Cloud Native Compute Services is the central group at the intersection of data & analytics, machine learning, and online services at Bloomberg. This engineering group is responsible for providing a managed platform-as-a-service with access to open-source and cloud-native compute technologies to Bloomberg’s engineering teams and collaborates closely with teams such as, AI, Portfolios, Trading, BQL, and Enterprise Data to solve complex business problems and drive adoption of cloud-native solutions. You will work with our engineering teams to define technical requirements, manage project schedules, identify risks, and communicate them to project stakeholders. You will utilize your technical expertise to facilitate consensus on decisions, unblock teams and establish collaborative forums for knowledge-sharing and best practices. We are looking for an enthusiastic problem solver and an experienced technical program manager to join us and help deliver these efforts!

This position is a hybrid 3 days per week in our New York City office and 2 days per week remote.

We will trust you to:

  • Manage complex, cross-functional programs, collaborating with various stakeholders across the organization to define program vision, parameters, and key program stages

  • Engage stakeholders to develop program roadmaps, incorporating agile and lean methodologies to establish workflows, ensuring alignment with strategic business objectives

  • Analyze complex systems and help architect solutions in collaboration with engineering teams

  • Oversee and coordinate program-wide risk management, project interdependencies, and cross-team collaboration

  • Establish program governance workflows and systems, ensuring efficient program delivery

  • Define program success metrics, align high-level objectives with company-wide goals, and implement reporting procedures for standardized communication of program performance to senior management and stakeholders

  • Be able to work in a fast-paced, dynamic environment requiring good judgment and flexibility.

  • Drive internal process improvements across multiple teams and functions

  • Work independently with minimal supervision

You will need to have:

  • BA, BS, MS, PhD in Computer Science, Electrical Engineering or related technology field

  • 4+ years of hardware engineering, software engineering, systems engineering and/or technical product/program management experience

  • 4+ years of direct work experience in a program/project management capacity, including all aspects of process development and execution

  • Experience managing Cloud/Platform programs

  • Demonstrated success in driving process improvement initiatives and optimizing complex workflows

  • Experience moving technical or engineering programs from inception to delivery, articulating the impact using metrics

  • Demonstrate an understanding of software engineering, software development, or project management fundamentals that affect code implementation and customer experience

  • Familiarity with managing schedules and nurturing cross-group collaboration across multi-disciplinary teams

  • Facilitation experience to drive decision-making in a multi-stakeholder environment through transparency and data/visualization

  • Organizational and coordination skills along with multitasking experience to get things done in an ambiguous and fast-paced environment

  • Experience in working both independently and in a team-oriented, collaborative environment is essential

  • Ability to elicit cooperation from a wide variety of sources, including upper management, stakeholders, and other departments

  • Outstanding written and verbal communication skills

We'd love to see:

  • Data science or quantitative analysis experience using Python (Jupyter Notebooks), Pandas, SQL, etc

  • Familiarity to products like Kubernetes, Hadoop, Spark, Flink and Trino

  • A leadership style of serving others and encouraging collaborative engagements

  • Experience with data visualization and analytics tools, such as Qlik Sense, and Tableau to provide insights into performance and trends, further informing process improvements

Salary Range: 110,000 - 210,000 USD Annually + Benefits + Bonus

The referenced salary range is based on the Company's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level.
